In July 2011 the House of Lords Science and Technology Select Committee released the findings of a year-long investigation into the way Government tries to influence people’s behaviour using behaviour change interventions.

It found that “nudges” used in isolation will often not be effective in changing the behaviour of the population. Instead, a whole range of measures – including some regulatory measures – will be needed to change behaviour in a way that will make a real difference to society’s biggest problems. In a guest post on the Green Living Blog Baroness Neuberger, Chair of the House of Lords Science and Technology Committee’s inquiry into Behaviour Change, said "...the evidence is clear that disincentives to car use, which will often involve regulation or fiscal measures or both, will be required if car use is to be significantly reduced. The Government must take note of this and reflect it in their policies if they hope to achieve real behaviour change in the population as a whole."
