This report by the UK's Sustainable Development Commission was released in February 2011. The report looks at who benefits from current patterns of travel, who does not, and how well the system serves the most vulnerable groups in society such as the young, the old and the poor. The picture which emerges is one of significant inequalities.

This report sets out the costs associated with our car dependency, and how we can ensure that the decisions we make about future transport priorities help minimise the negative impacts on everyone. The report calls for a new approach to national transport policy which improves the balance between potentially conflicting rights and freedoms in a way that is equitable for both this and future generations and, which respects environmental limits. This approach must recognise that transport issues are not purely issues for travellers.
