These are difficult to quantify because often the cycling component is part of other road, pedestrian or other capital works. The information below is a good case study in this difficulty.       This part of the ACT Budget includes funding from Roads to Recovery Visit Site . To receive funding, projects must compete against other capital projects within the Territory. A number of cycle specific projects have received funding from this source in the past, for example the building of Stromlo Park, the Woden-Dickson On Road Cycling (ORC) facilities, and the Monaro Highway ORC. ORC facilities from Weston Creek to Stromlo Forest Park are planned in the 07/08 budget.

      • investigation of the feasibility of ORC facilities on roads to be resurfaced

      • sweeping of on or off road cycling facilities by mechanical sweepers, filling of potholes on cycling facilities and calls to specific problems reported by the public.

 Infrastructure:

      State-funded improvements to local governments for which funding subsidies are provided (generally on a 50/50 basis) from the roads program. For further information on applying for funding, local governments should liaise direct with the relevant Main Roads district office.

It also outlines different mechanisms for the financing of cycling infrastructure and presents simplified guidelines for determining infrastructure charges.

    The following programs are some of the more relevant to cycling:
    • Safe Walking and Pedalling Program (SWAPP) (Grants program)

      Grants of up to $10 000 are available to assist schools develop 'safe walking and pedalling' programs for students, operating within 3.2 km of the school. Funding will be given for behavioural, educational and engineering road safety interventions. Applications also require the participation of school staff, children and parents/carers. For amounts exceeding $10 000 applications must be lodged under the Safe School Travel (SafeST) Subsidy Scheme (see below).
    • Safe School Travel (SafeST) Package - SafeST Subsidy Scheme (Grants program)

      The SafeST subsidy scheme is funded from the State Roads Program and provides a 50/50 subsidy to Queensland local governments for approved school-transport-related infrastructure works. This may include provision of school zones, crossing facilities, pick-up and set-down areas, pedestrian refuge islands, bike facilities and other traffic management devices.

      VicRoads provides bicycle facilities as part of major road projects and whenever roads are upgraded. Through this mechanism, the 05/06 allocation was for $16.7 million to provide bicycle facilities as part of six major road projects. When completed these facilities would add about 42 km of new bicycle facilities.

      VicRoads spent approximately $20 million on bicycle projects in 2005/2006 to add about 100 km of new bicycle facilities to existing networks.       The PBN Plan is a long-range Government initiative designed to provide a network of cycling facilities across the metropolitan area. The Plan was developed to support the objectives of a number of key strategic documents and is funded via State government election commitments.

      A significant part of the program is the Local Government Grants Program, which provides structured funding assistance (to a maximum of 50% of the overall project cost) to enable metropolitan local government authorities to implement infrastructure on planned bicycle networks.
